But there are some cowards who apply SUDDEN break while the GREEN blinks, in this case for some cars/drivers in the back might not get time to apply break even though he is maintaining the 3 second rule.

i am also fully agree with the above story. I always try to slow down near the signal where in the driving lessons, we were taught to bring down the speed to 40 while approaching signal. Secondly we should always stop when the signal switches from green to amber.
