		<description><![CDATA[I agree with most of the points raised by Mohammed.  The pipe is,
of course, hollow but the material it is made from is solid steel and is most certainly more substantial than it needs to be to alert the driver of an oversized vehicle that there is a height hazard ahead.

Barriers of this nature should be of frangible construction, meaning they are designed to break away or swing open in a collision.  It would still serve as a physical barrier which cannot be ignored, but without causing catastrophic damage to the vehicle and fatalities to the innocent passengers.  I do not defend the action of the bus driver in any way, but barriers and signage must be designed to increase safety to all potential road users, including those who make mistakes.]]></description>

This was not the warning sign , the bus driver have neglected the warning signs and warning chains shown by you in photo. These structures are designed to stop(not to give warning) the vehicle crossing above height criteria. This is meant to protect other infrastructure for height is restricted, for example if the bus goes further and hits a bridge due to excessive height causalities could be higher.
Also it cannot be solid steel pipe. a pipe profile is hollow.]]></description>
